Is there any real advantage on upgrading to a class 1, now that I have my Class 2 (ND) and minnesota permits? Do I need
to contact an instructor for this? What are the costs? Where do they do the testing?

"The law is that you can't carry at most public gatherings, and by law that is as few as five people," said Chuck Skager, Minot, a N.D. authorized concealed weapons permit tester. "You can't carry to things like concerts, political rallies, bars, churches or schools. Minot has a city ordinance prohibiting carrying on any public street or into any building generally accessible to the public."

I don't put much faith into journalists, so is this statement correct? Does ND actually have such stringent firearm laws?

Good Question

I have a friend who is living in wynot, i can ask him since he lives there and find out.

-UPDTE- This sounds legit, the minot poplulation to police is like 100 to 1 / no carry in town.
UPDATE 2 - The city of Minot is proposing, no open carry in the town. men to women there is 100 - 1, in williston men to women 500 - 1
vs only 150+ police.not a good place to be. so if you're out there, take care and be safe!

Incorrect.

"62.1-01-03. Limitation on authority of political subdivision regarding firearms. No political subdivision, including home rule cities or counties, may enact any ordinance relating to the purchase, sale, ownership, transfer of ownership, registration, or licensure of firearms and ammunition which is more restrictive than state law. All such existing ordinances are void." from http://www.legis.nd.gov/cencode/t62-1c01.pdf

You'll note that on the top of your ND Permit. It says "North Dakota Concealed Weapons License"

In fact, the Minot city ordinance itself says its perfectly legal to carry and doesn't specify any restrictions on how you carry:

Sec. 23-57. - Loaded firearms; when prohibited.permanent link to this piece of content

(a)

No person shall knowingly possess on his person or shall possess within his control a loaded firearm:

(1)

On a public street, thoroughfare, or other public property except as provided in subsection (b) hereof;

(2)

On private property without the consent of the owner of the private property or person lawfully in charge thereof.

(b)

Paragraph (1) of subsection (a) shall not apply if the firearm is a sidearm and the person in possession thereof has been issued a permit under state law, and the permit explicitly, or the showing made to gain the permit by implication, indicates that the permitting authority contemplated that the permittee be allowed to carry a loaded sidearm on the streets and in public places as when, for example, a permit is issued to an armored car guard.

(Ord. No. 2455, § 5; Ord. No. 2980, § 14)
