Does it matter who the gun is registered to, and if so how do you go about transferring registration if you were to aquire the gun through a private purchase or as a gift?

As far as sales through a private purchase, just pay the cash, and skip the taxes and paperwork. If the sale is for a handgun, it must be to a resident of the same state as yourself. Longuns may be sold interstate.
