Unless Mistaken, I Thought that Ohio is an Open Carry State, with a Full Preemption of Firearm Laws under ORS 9.68,
and that Youngstown Police can not Arrest an Individual Who is Armed with a Firearm under These Circumstances.

The shotgun was loaded and in his truck.

The charged him with inducing panic, criminal trespass, and mishandling firearm in vehicle.

Article says someone say the gun in the truck then freaked out so people started evacuating the building. Not sure if it was intentional on his part.

Also curious what "mishandling firearm in vehicle" is. Probably because it was loaded and unsecured?

Ohio is a (mostly) open carry state - you cannot have a loaded handgun in a motor vehicle without a Concealed Handgun License (CHL), and cannot have a loaded long gun in a motor vehicle at all, even with a CHL. (You also cannot carry in a bar without a CHL and even then, cannot drink.)

Preemption does not apply in this case since he (apparently) broke Ohio law, and the State of Ohio is allowed to regulate firearms.
