Where can you OC in Delaware?

My understanding is Delaware has preemption but some Cities and Counties that had Laws/Ordinances concerning the carrying of firearms were grandfathered when preemption was passed. It is up to you to know the local Laws/Ordinances.

I would read Title 22 Section 111

OC in DE is not an issue. However OC in City of Dover requires written permission from the chief of police. So at least in the city of Dover conceal with your permit otherwise enjoy DE's open carry laws. There are restricted areas like court houses, police stations,state parks, federal buildings. Just read up on restrictions. Signs are not enforceable here but if you are asked to leave and refuse to you can be charged with misdemeanor trespassing, or something like that.
