Back on track.....

I've been thinking about this episode a little and, while in no way does it excuse the conduct of the officers and the watch commander, I have been wondering if the VPD are feeling threatened and are responding with a gang type mentality.

Both the Kirby incident at Albertsons and this one are right down the street from the VPD Precinct Building.
It could be that they feel that they need to respond in this manner to "defend their turf"?

Have they been this heavy handed in other parts of town?

Again, it shouldn't matter, but just wondering.
