My understanding of the episode from the OP was that the officer"asked if" the OP had a CPL and took his yes for an answer - - i.e., that there was no "demand".

I don't. But I don't consider myself an average citizen, either! :cool:

I think average citizen's usually do feel compelled to do whatever cops ask them to, it's the way we are trained from kindergarten.
Same here.
Most "compelling" comes from fear of retribution.

Same here, makes for interesting encounters, when you say then arrest me it usually stops them in their tracks or really POs them.
