Color of Law, thank you. I've tried to point that out many times in the past that any letter one sends to a governmental agency is not public record. I actually find it funny how much Jeff thinks is public record and how much actually exists.
If I recall correctly, Jeff has tried to turn his recent letters (like the Cincinnati Letter) into "public records" by merging them with a request for other public records. I'm not sure that a PDF attachment to a public records request is sufficient, but if you did sufficiently merge an informational letter with a public records request, you could force it into "public record" status by creating a document which the organization must use to carry out its duties and responsibilities.
