So, based on what you're saying, they're admitting that they're violating the law.
They should issue you a temporary license RIGHT NOW, Express Mail overnight - perhaps a notarized letter on State Police letterhead - and send you the permanent license printed on the PVC card when they finally get their ribbon.
And "out of ribbon" since APRIL? And I don't really buy it that Zebra or any of its distributors is incapable of producing and delivering even a custom holographic ribbon in less than three months. The typical multi-color ribbons are only good for about 200 images each - did they forget that they needed to buy them or something?

I don't think that the DMV would simply not issue driver licenses for three months if they ran out of ribbon for their Zebra printer, do you? The law is very clear: the State Police have 14 days to
issue or
deny, period. We're going to have to go have a word with them next week. If it comes down to budget, I'm certain that the GO-NH board would be delighted to issue a grant so that they can afford to buy printer ribbons.
Zak, I spoke with the President of GO-NH about this, and he agrees that it would be a good idea for GO-NH to go talk to the State Police about this problem.
If you could give Penny your personal information, it would be helpful in discussing the issue with the State Police. Your name, address, which state's license you used to meet the requirement, especially the evidence of your check being cashed - the check image from the bank would be ideal - we want to be sure that we don't go off half-cocked when we go in there to speak with them, or not have enough information to keep from being buffaloed by an experienced bureaucrat. Also, we need to be sure that they make the expiration date correct - it needs to be in
the month of your birth at least four years from now. For instance, if your birthday is in December, your license expiration must be at least December 2012 or later - NOT June 28, 2012.
