Well, in a recent appeals court case, the DA from Westchester Co argued that you could always openly carry a shotgun if you could not obtain a PL 400.00(2) pistol license.
As for LI? I would make sure you have complied with all of Suffolk Co's screwy firearm laws, and be very careful. I would carry it with a sling across my back. If you can legally possess the weapon, it should not be a legal problem if it is openly carried.
