Says the local sheriff/chief of police cannot refuse to accept and properly consider an application for a Concealed Carry permit.

There's also Salute v. Pitchess(CA). It just means the chief can't just throw the application in the trash, they must perform the investigation. But that matters little if they can simply deny you after investigation for lack of "need".
